configure iDRAC SNMP to OME

I'm setting iDRAC 7 to send SNMP to OME 2.2 (Windows) server.  Test to send and got nothing.  I set the destination ip to OME srever, same community string as SNMP service on OME, SNMP trap service started, port is 162.  What did I do wrong?
