I know there are different types of patches. For some, they are promoted and downloadable. Others may need to be distributed by support until they are turned into a formal patch. Sometimes, if there is an upcoming release, then it is put in there.
I'm not positive on the characterization of this last issue. It may be limited to customer environments with some special network setup or aggressive status polling. So it may not be appropriate for all.
