You don't have to have a proxy in your environment.
I'll check on the TS tool, perhaps that test needs a proxy to run. If so, we'll fix it to allow for proxy and non-proxy.
But I think I need you to open a ticket (800-945-3355). We'll need to get a closer look at that service tag and see why the web service might be reporting different data.
